L'OHI place l'enseignement et la formation en première ligne de son programme de renforcement des capacités. Normes de competence L'un des piliers est l'élaboration et la tenue à jour de normes de compétence pour les hydrographes et les spécialistes en cartographie marine. Les normes de compétence peuvent être consultées dans la section Publications. Homologation des programmes basés sur les normes de compétence L'OHI unit ses efforts à ceux de ses organisations sœurs, la Fédération internationale des géomètres (FIG) et l'Association cartographique internationale (ACI), pour faire fonctionner le Comité international FIG/OHI/ACI sur les normes de compétence pour les hydrographes et les spécialistes en cartographie marine (IBSC).

IHO DCDB - temporary app during NCEI outage
Hurricane Helene caused severe damage to several areas of the East Coast of the USA, which in turn has significantly impacted the operations of NOAA's National Centers for Environmental Information (NCEI) in Asheville. Many of their systems including the online access to IHO DCDB-archived bathymetric data are currently down.
