UNCLOS and the international legal framework suitability for ocean activities discussed at ABLOS Conference
The 12th IHO-IAG ABLOS conference brought together participants from all over the world to discuss how the global regulatory framework and the United Nations Convention on the Law of the Sea (UNCLOS) addresses some of today's most pressing ocean-related challenges. Organised in partnership with the Qatari Standing Committee of the Convention on the Law of the Sea, the 280 participants learned about achievements of UNCLOS, challenges it faces in today’s international context, and gaps to be addressed. One question which emerged repeatedly was whether the convention was flexible enough to address modern issues.
Major Milestone Achieved in Transition to Smart Navigation with Operational Editions of S-100 Standards
In a historic breakthrough for digital navigation, the International Hydrographic Organization (IHO) Member States have adopted the first set of operational standards within the S-100 framework. This decision paves the way for Coastal States to offer official products and services based on these standards, significantly advancing the field of maritime navigation. The adoption also has profound implications for ocean data collection and sea surveys, as these new products will require enhanced data in order to realize their full potential.
Capacity-Building Sub-Committee discusses new projects and challenges
The Capacity Building Sub-Committee (CBSC) met last week in Denpasar, Bali, for its annual meeting where participants discussed training and education initiatives. Hosted by Pushidrosal, the Hydrographic and Oceanographic Centre of the Indonesian Navy, the gathering enabled the Committee members to review projects such as the IHO e-learning centre and achievements of the Empowering Women in Hydrography project.

Council Members Discuss Progress in Transition to Smart Navigation and More
130 participants representing 45 Member States, Observers and partner organizations gathered at the IHO Secretariat in Monaco and online for the annual meeting of the Council from 15-17 October. Participants discussed topics covering education and training, technology, a potential new infrastructure center and of course the transition to smart navigation. With the provision of products and services scheduled to begin in January 2026, many of the discussions focused on progress with the implementation of S-100, the Universal Hydrographic Data Model. The main goals of the meeting were to review the work plan, take stock of progress, and decide on priority areas for the coming year.

The 23rd Conference of the Mediterranean and Black Seas Hydrographic Commission (MBSHC) took place in Slovenia end of March. Coastal states discussed coordination of charting in the region, governance and capacity-building among others.
