Ex Abyssis ad Alta – IHO Award for Hydrographic Excellence 2025

With a hydrographic career spanning over 25 years, the winner of this year’s Ex Abyssis Ad Alta Award has consistently demonstrated technical expertise, and an unwavering commitment to innovation in hydrography in support of safer and smarter navigation. He has also been a central force in moving the S-100 implementation forward.

On this World Hydrography Day, the IHO is pleased to announce Mr. Louis Maltais as the recipient of the 2025 Ex Abyssis ad Alta Award for Hydrographic Excellence. Mr. Maltais has played a pivotal role in Canada’s transition to digital hydrographic services and has been instrumental in shaping and advancing the global implementation of the IHO’s S-100 standards.

I have had the privilege of working with Mr. Maltais for many years, during which he has consistently demonstrated innovative leadership within the hydrographic community. His enthusiasm for advancing modern technology and his dedication to its practical implementation have been instrumental in driving progress and benefiting the community as a whole.

Throughout his career, Mr. Maltais has served in numerous key roles, from hydrographer and technical manager to director of two Canadian Hydrographic Service (CHS) operational offices including his current role as the Director of Navigational Geospatial Services and Support (NGSS). He has consistently displayed innovative approaches, in particular for the modernisation of navigation tools, products and services and has shown an ability to mobilise the global community to achieve success.

His proposal and coordination of the S-100 Sea Trials in the St. Lawrence River has offered a valuable blueprint for the international hydrographic community, accelerating global preparedness ahead of the IHO’s S-100 2026 target for implementation. It provides the international community with the opportunity to participate in a sea trial, access data and benefit from best practices and lessons learned.

He has built collaborative and long-standing relationships globally, with his contribution extending across multiple IHO working groups. He has contributed directly to the development of S-100 product specifications S-102, S-104, and S-111, and served in leadership positions including Vice Chair of the Tides, Water Level and Currents Working Group. Nowadays he is also the head of Canada’s delegation to the Hydrographic Services and Standards Committee (HSSC).

Mr. Maltais dedication to enhancing hydrographic standards, promoting interoperability, and advancing the digital transformation of navigation services exemplifies the values of the IHO. His contributions have helped Canada become a model of hydrographic innovation, and supported the global hydrographic community into taking meaningful steps towards digital navigation and so, towards a more connected, accurate, and sustainable future at sea.
